It was a component of German medical kits (Verbandkasten) or air raid first aid kits. It is specialized medical cotton wool used for dressing wounds, cleaning injuries, and providing cushioning (padding) underneath bandages. These packages were generally wrapped in paper, often with black printed text detailing the contents and sometimes a manufacturing date (e.g., 1942). These packets were used by both medical personnel and for civilian air raid precautions (Luftschutz).
